The filler is required to ensure the safe operation of the fuse under fault conditions, and its absence could lead to the plug overheating, catching fire and/or exploding. Moreover, the fuse had the copper wire looped over the edge and secured only by the end cap. The user could touch the wire and receive an electric shock
